Problem: A research study conducted by RayLabs has revealed a significant electoral issue in India, indicating that approximately 15% of all voters and 25% of Muslim voters are absent from voter lists. This accounts for an alarming 127 million voters overall, including about 30 million Muslim voters, who will be unable to participate in the Lok Sabha elections scheduled for May 2019. Solution: In response to this pressing issue, RayLabs, with the support of USIPI and IMRC, has launched a complimentary mobile application titled “Missing Voters.” This app features comprehensive details regarding street names within an assembly constituency, households on each street, and the voters residing in each household. It is designed to facilitate the identification of missing voters, conduct household surveys, and assist users in applying for new voter IDs.

Implementation: To install the application, users can either give a missed call to 8099 683 683 or download the "Missing Voters App" from the Play Store.

Effectiveness of the Solution: RayLabs previously identified 1.8 million missing Muslim voters in Karnataka and subsequently launched this mobile app. Following its announcement in newspapers, over 8,000 volunteers registered with the application. These volunteers visited households identified as lacking representation and assisted numerous individuals in registering to vote.
